CHARTER OF CITIZENS\u2019 LABOUR RIGHTS PROTECTION LEAGUE
\n(Registered by the Ministry of Justice on 18th of March of 2000)
\n1. GENERAL INFORMATION
\n1. The Citizens’ Labour Rights Protection League (hereinafter CLRPL) is a non-political, non-commercial, and non-governmental organization. Its activities are grounded in the Constitution of the Republic of Azerbaijan, the “On Public Unions” Law of the Republic of Azerbaijan, and this Charter.
\n2. CLRPL is established on the basis of voluntary association of citizens of the Republic of
\nAzerbaijan and operates according to democratic principles.
\n3. CLRPL is a legal entity and possesses its own circular seal, stamp, letterhead, emblem,
\nsettlement account in both manat and currency, and other necessary requisites.
\n4. The legal address of CLRPL is: 11\/16 Narimanov Street, Baku City 370006.
\nOBJECTIVES, DUTIES AND ACTIVITIES OF CLRPL
\n1. The primary objective of CLRPL is to facilitate the establishment of labor relations between employees and employers in the Republic of Azerbaijan, aligning with both national legislation and international standards. Additionally, it aims to raise awareness within society on this matter. CLRPL does not involve itself in activities falling under the jurisdiction of trade unions.
\n2. To accomplish these objectives, CLRPL undertakes the following tasks:
\n3. Conducting educational campaigns to inform citizens about their labor rights.
\n4. Compiling information and reports on the overall status of citizens’ labor rights, disseminating them to the public and relevant entities.
\n5. Undertaking other activities in compliance with existing legislation and its charter.
\nMEMBERSHIP IN CLRPL. RIGHTS AND DUTIES OF MEMBERS
\nCLRPL provides opportunities for both individual and collective membership.
\n\u2013 Individuals residing in the Republic of Azerbaijan who are acquainted with and endorse the
\nCLRPL charter can apply to become individual members by submitting an application to
\nCLRPL’s governing bodies.
\n\u2013 Non-governmental and non-political organizations whose activities are consistent with
\nCLRPL’s regulations and principles are eligible for membership. Membership requires a decision and application from the governing body of the respective organization.
\n1. CLRPL members possess the following rights:
\n\u2013 Participation in all CLRPL events, as well as the right to vote and stand for election in its
\ngoverning bodies.
\n\u2013 Collective members of CLRPL have the additional right to designate one authorized
\nrepresentative to the executive committee of CLRPL, in addition to the aforementioned rights.
\n1. Duties of CLRPL members:
\n\u2013 Complying with the CLRPL charter and decisions made by CLRPL bodies.
\n\u2013 Actively participating in CLRPL events.
\n1. CLRPL membership is terminated under the following circumstances:
\n2. \u2013 Dissolution of the organization;
\n\u2013 Voluntary resignation from membership;
\n\u2013 Expulsion from membership.
\nExpulsion from membership is carried out solely through a unanimous decision of the Executive Committee, only in cases of serious charter violations.
\nELECTIVE BODIES OF CLRPL AND PROCEDURES FOR THEIR FORMATION AND
\nREMOVAL. THEIR AUTHORITIES
\n1. The General Assembly or Conference serves as the supreme body of CLRPL, convening once every two years. An early General Assembly or Conference may be convened by a joint decision of the Executive Committee and the Supervisory Commission, or if requested by more than half of the members before the scheduled time.
\n2. The General Assembly or Conference addresses the following matters:
\n\u2013 Reviews and assesses the report provided by the Chairman of the Executive Committee on the Committee’s activities.
\n\u2013 Reviews and assesses the report submitted by the Supervisory Commission.
\n\u2013 Approves the Charter and makes any necessary amendments or additions to it.
\n\u2013 Elects members to serve on the Executive Committee and the Supervisory Committee.
\n\u2013 Decides on the termination of the organization’s activities and determines the fate of its property.
\n\u2013 Takes decisions in accordance with both legislation and the organization’s charter.
\n1. The General Assembly is deemed authoritative when attended by more than half of the members, while the Conference requires the presence of two-thirds of the representatives. The General Assembly or Conference establishes the voting procedures, and decisions are considered adopted when more than half of the participants vote. The decision to terminate the organization’s
\nactivities requires the support of two-thirds of the attendees of the Assembly or Conference.
\n2. During the interim periods between General Assemblies or Conferences, the Executive
\nCommittee oversees the operations of CLRPL.
\n3. Members of the Executive Committee are elected for a two-year term during the General
\nAssembly or Conference of CLRPL. Collective members appoint their representatives to the
\nExecutive Committee.
\n4. An early Assembly or Conference may be convened upon the initiative of more than half of the members, and elected members of the Executive Committee may be recalled. Appointed Executive Committee members are recalled by their respective appointing organizations.
\n5. The responsibilities of the Executive Committee include the following:
\n\u2013 Overseeing the overall operations of CLRPL.
\n\u2013 Establishing the primary directions of CLRPL’s activities.
\n\u2013 Issuing statements on behalf of CLRPL.
\n\u2013 Electing the Chairman of the Executive Committee and reviewing his\/her report.
\n\u2013 Approving agreements signed by the Chairman of the Executive Committee of CLRPL,
\nincluding documents related to cooperation and membership with other organizations.
\n1. Meetings of the Executive Committee are convened by the Chairman of the Executive
\nCommittee as needed, but no later than once every two months. An early meeting may be called upon the request of half of the members of the Executive Committee or the Supervisory Body. If more than half of the members of the Executive Committee participate, the meeting is considered valid. The Executive Committee establishes the voting procedures, and decisions are considered adopted when more than half of the participants vote.
\n2. The Executive Committee elects the Chairman from among its members.
\n\u2013 The Chairman of the Executive Committee is responsible for managing the financial and
\neconomic activities of CLRPL, organizing its operations, determining the work schedule, and
\nrepresenting it in other organizations.
\n1. The term of office of the Chairman of the Executive Committee is the same as that of the elected members of the Executive Committee.
\nThe Chairman of the Executive Committee may be removed from office prematurely by a two-thirds majority vote of the members of the Executive Committee.
\n1. In the absence of the Chairman of the Executive Committee, one of the members of the
\nExecutive Committee may act as a replacement, as decided by the committee.
\nSUPERVISORY COMMISSION OF CLRPL
\n1. The Supervisory Commission of CLRPL is elected for a two-year term at the General Assembly.
\nThe Supervisory Commission may be subject to early recall by the decision of the Early
\nAssembly.
\n2. The Supervisory Commission performs oversight functions over all bodies of CLRPL.
\n3. The meetings of the Supervisory Commission are chaired by one of its members based on a rotation principle.
\n1. Assets of CLRPL and Their Sources of Acquisition
\n1. The property and assets of CLRPL are accumulated through membership fees paid by members, voluntary contributions from individuals, and various funds.
\n2. The monthly membership fee is calculated as one-tenth of the minimum wage in Azerbaijan for individual members and as the minimum wage for collective members.
\nINTERNATIONAL RELATIONS OF CLRPL
\n7.1 CLRPL cooperates with international organizations in accordance with the legislation and the organization’s charter.
\n1. ADOPTION, AMENDMENT, AND REVISION OF CLRPL’S CHARTER. TERMINATION
\nOF CLRPL’S ACTIVITIES AND FATE OF PROPERTY
\n2. The Charter of CLRPL is adopted at the General Assembly or Conference. Amendments and revisions to the charter are enacted by the General Assembly or Conference.
\n3. The termination of CLRPL’s activities can be decided upon at its General Assembly. The decision requires a two-thirds majority vote of the assembly participants.
\n4. The body overseeing the termination of CLRPL’s activities also determines the fate of its property. Upon dissolution of the organization, its property and assets are transferred to a non-governmental organization whose activities and objectives align with those of CLRPL, as decided by the General Assembly or Conference.<\/p>\n","protected":false},"excerpt":{"rendered":"
